Dr Thang Do

Fellow, Crawford School of Public Policy

Dr Thang Nam Do is a Fellow in the Resources, Environment and Development Program at the Crawford School of Public Policy, Australian National University (ANU).

He specialises in energy transition governance, carbon pricing, and environmental policy in Vietnam, the Mekong region, and Southeast Asia. His work engages closely with ASEAN policy processes and supports evidence-based transitions in developing and emerging economies.

His research focuses on the political economy of energy reform, water governance in the Mekong Basin, carbon markets in developing countries, and the institutional design of decarbonisation. He integrates economic analysis with policy strategy to support institutionally robust and regionally coordinated solutions.

He has published in leading international journals on energy, climate, environmental governance, and development economics, including Energy Policy, Climate Policy, Marine Policy, and Earth System Governance. His work contributes to regional and international policy debates on energy transition, sustainable development, climate governance, and institutional reform.

With 30 years of professional experience in the region, Dr Do combines academic scholarship with senior-level policy leadership. He has served as Deputy Director General for International Cooperation at Vietnam’s Ministry of Natural Resources and Environment; Vietnam’s Operational Focal Point to the Global Environment Facility (GEF); Chair of the ASEAN Working Group on Climate Change; and National Focal Point to the ASEAN Working Group on Environmentally Sustainable Cities and the Water Environment Partnership for Asia. He has advised international organisations, including the World Bank, the Asian Development Bank, and the GEF, on climate, energy, and environmental governance.

At ANU, he serves as Deputy Director of the Vietnam Policy Studies Hub. He also convenes the United Nations Southeast Asia Energy Transition Partnership Roundtable Series and leads executive training programmes on climate change and energy governance for Vietnamese Members of Parliament.

Dr Do holds a PhD in Environmental Economics from ANU (thesis: Impacts of Dyke Management Strategies on Wetland Values in the Mekong Delta), a Master of Environment Management and Development from ANU, and a Bachelor of Environmental Engineering from the British Columbia Institute of Technology, Canada.
